Sheinbaum: The Most Popular President in Latin America

In the second quarter of 2025, Claudia Sheinbaum (Mexico) remains the most popular president in Latin America, with an approval rating of 67 percent. This marks a six-point increase compared to the previous edition of Imagen del Poder, the presidential approval ranking published by Directorio Legislativo.
Ecuador’s Daniel Noboa ranks second with 51 percent approval, followed by Uruguay’s Yamandú Orsi, who makes his debut in third place with 49 percent in his first year in office. Like Sheinbaum, Orsi is benefiting from the so-called “honeymoon period,” an initial stage of a presidency when public support tends to be high due to expectations for change, before the challenges of governance set in.
At the center of the ranking, Paraguay’s Santiago Peña holds fourth place, while Argentina’s Javier Milei and Brazil’s Lula da Silva are tied for fifth, each with an approval rating of 46 percent.

Sheinbaum’s Steady Rise
Claudia Sheinbaum has made the reduction of homicides, the fight against extortion, and strengthening public security the core pillars of her administration. This agenda has allowed her to build a leadership style rooted in stability, order, and seriousness, while also resonating with a wide range of social sectors.
Her technical background—as a physicist and former Head of Government of Mexico City—conveys discipline and expertise. Additionally, her status as the first woman to hold Mexico’s presidency carries significant symbolic weight, mobilizing support among women, youth, and progressive groups.
Sheinbaum has also stood out for her firm stance toward the United States in defense of national interests; her plan to promote economic development in interior regions to decentralize production; and her commitment to continuing the reformist agenda of Andrés Manuel López Obrador, including judicial and electoral reforms.
This strong start, backed by high approval ratings, is anchored in clear communication, cautious decision-making, and a favorable political context that has yet to encounter major challenges.
