Artificial Intelligence Regulation, the Focus of the Ibero-American Forum of Digital Parliamentarians

Noel Alonso Murray, Executive Director of Directorio Legislativo, participated in the Ibero-American Forum of Digital Parliamentarians, held in Santo Domingo, Dominican Republic, and led by CAF – Development Bank of Latin America and the Caribbean – together with ParlAmericas and the Government Office of Information and Communication Technologies.
From October 1 to 2, the event brought together legislators, experts, and authorities from the region with the aim of strengthening interparliamentary cooperation in the face of digital transformation challenges, creating spaces for dialogue on the opportunities offered by artificial intelligence and new technologies, and advancing the development of inclusive and sustainable regulatory frameworks that guarantee rights and reduce development gaps.
Within this context, Alonso Murray participated as a speaker in the session “Regulating AI and New Technologies: Alternatives to (Re)think Regulatory Frameworks”, where she discussed the state of the regulatory debate in Latin America and the lessons learned from different experiences.

In her presentation, she emphasized that artificial intelligence is advancing faster than states’ regulatory capacities, and that parliaments play a key role in ensuring that laws are developed participatively, with adequate timelines and contributions from diverse sectors. She also highlighted the importance of regulatory frameworks that balance innovation with rights protection, citing contrasts between cases such as Peru, which has a rapid law but lacks effective regulation, and Chile, which follows a longer process with extensive consultation and legitimacy.
For Alonso Murray, the region’s main challenge is to strengthen legislative institutions so they can anticipate technological changes, ensuring transparency, citizen participation, and accountability.
